Because maybe, they don’t realize yet that helping people is very important in this life. Sometimes or often, you will see that people were too busy and too caught in the moments until they don’t realize or even care about people below them who is homeless.
People simply don't know how to respond to someone who is homeless. They don't know what to say, are conflicted about whether they should say anything, or feel guilty that they themselves have so much more and don't want to give it up, or know how to give it up.
They fear the homeless. They know 15-18%, the visibly homeless, are usually addicts, could be criminals, child molesters, rapists, or mentally ill. So, here are people who are more likely than not to pose a real, physical risk to them.
People believe people who are homeless have done something wrong. A lot of people judge the homeless, assuming "it's their own fault." They made bad decisions and somehow deserve what they got so they feel no desire to intervene.
People are selfish. They know the homeless are incredibly needy and assume they will want them to give them money they don't want, or have, to give.
People with strong work ethics ignore the homeless because they assume that if they had a good work ethic they wouldn't be homeless. It's against their nature/ethic to give money or aid to "lazy people" or people too lazy to help themselves.
People hate the homeless. They seem them as waste, as dirty, smelly, non-human objects who should be ignored.
People believe they have nothing in common with the homeless and have nothing to talk about, so they ignore them.
People see the homeless as greedy, needy and seedy. They don't want to become victims themselves.
So, mostly guilt, pride, anger and judgment are why people ignore the homeless.
